Noise compatibility program approved at Teterboro Airport


The FAA approved the Teterboro Airport (TEB) noise compatibility program (NCP) in January.

On July 15, 2022, the FAA determined that the NCP submitted by TEB would be initiating a final review for approval or disapproval. On July 15, 2017, the FAA found the noise exposure maps TEB submitted followed the applicable requirements.

On Jan. 10, 2023, the FAA approved the TEB NCP. The program contained 33 recommended measures. Of the 33 measures, 16 were for noise abatement measures, four were land use measures and 13 were program management measures. From the measures sent in, 23 were approved, four were approved as voluntary, three were disapproved and three were determined to have no FAA action as continuations of existing mandated practices at the airport.

Six of the 16 noise abatement measures proposed at TEB relate to new or revised flight procedures.

The FAA notified the public of the approval on Jan. 17 and a correction was made Wednesday, stating that the original publication had references to an incorrect airport, referencing LaGuardia Airport (LGA) instead of TEB.

Noise Compatibility Planning includes the process of evaluating and approving or disapproving of programs by measuring noise at the airport and surrounding areas that can provide a relationship between projected noise exposure and surveyed reaction of people to noise. The program also determines the exposure for individuals to noise that can result from the operations of the airport.

The approval of TEB’s NCP means the FAA had determined the noise exposure maps were compliant. The approval is not a determination concerning the acceptability of land use under any federal, state or local law. Further FAA action would require a request to implement specific actions would and possibly an environmental assessment of the proposed action.

As a part of the program, TEB submitted noise exposure maps, descriptions and other documentation produced during a noise compatibility planning study, The FAA determined that these documents were sufficient, and effective, on June 15, 2017. An NCP based on the accepted documents was then formally submitted on July 7, 2022.

The airport operator had requested the FAA review the material. A request was made for noise mitigation measures to be implemented by the airport and the surrounding communities to be approved.

A formal review period was initiated on July 15, 2022and a notice of intent to review the NCP was published in the Federal Register on July 21, 2022. There was a 60-day period of public review for the documentation and no comments were received during the process. The actions outlined in the NCP will be phased in over a period of one to five years.

Many of the proposed measures for a quieter flight program were approved, like the establishment and management of a Fly Quiet Program and the maintenance of a noise complaint management system.
