NBAA announces 2023 International Operators Scholarship recipients


The NBAA announced the selection of three recipients for the 2023 International Operators Scholarships. This scholarship provides recipients with funding to pursue professional development within business aviation careers, with a focus on international operations.

Winners include:

Richard Vosburg: Vosburg is the director of maintenance for Roper Technologies and began his career in the Marines. He plans on using his funds to work toward NBAA’s Certified Aviation Manager (CAM) certification.

Jake Harkin: Harkin is currently a pilot on a Gulfstream that is used for international charter. He plans to use the funds to work toward a master’s degree in aviation science.

Morgan Garlinge: Garlinge is a senior aircraft dispatcher for Chevron, USA. He will use the funds to become a certified International Standard for Business Aircraft Operations (IS-BAO) auditor.

The scholarship is made possible by the funding provided by donor companies like Prime Trip Support and UAS International Trip Support.

Recipients will be honored at the NBAA’s annual International Operators Conference (IOC2023), which takes place in Austin, Texas from Feb. 13-15. Representatives from the sponsors and the IOC Committee will be at the event to recognize this year’s recipients.
